Redesignating English Learners as "Fluent English Proficient"


The formula for redesignating English learners is complicated. Students must show that they are fluent in English in more than one way; the CELDT is only one factor out of many.

Other variables include:
  • Writing (which is measured using the District's writing exam)
  • Reading (which is measured using the total reading score on the STAR-9 exam) and
  • Performance in a mainstreamed English class (which is measured using the student's grade.)
Only when all these criteria are met can a student be redesignated.

It often happens that a bilingual student was tested in elementary or middle school for fluency and that student never met the criteria for redesignation. If you are not sure whether a student qualifies for redesignation, complete the form below to check.
